A PLAN to demolish three bungalows in West Drayton and replace them with a block of flats has been refused for a second time.
The proposal, on Swan Road, West Drayton, was first refused in March 2008 and the appeal against that decision was also recently rejected earlier this month.
It was judged that the planned three-storey building would have a negative effect on the area, and would conflict with the council's strategy for meeting particular educational, recreational and community needs.
Residents will be able to feel safer as funds have been designated to improve park security in the area.
The need for new fencing around Drayton Hall Park was described as a high priority issue by councillors at an Environmental Improvements Panel, at the Civic Centre, Uxbridge.
They also added that the project at the park in Station Road, Yiewsley, should comfortably be completed by the end of March.
£16,000 has been provided for the project by the Chrysalis Fund, and residents associations are applying to the Hillingdon Community Trust for further improvements to the park.
The West Drayton and Yiewsley Action Group have been campaigning for these improvements for several months.

A TEENAGER is heartbroken after her pet dog went missing in Hayes Town when it was left outside Iceland food store.
The much loved Yorkshire Terrier named Scrappy disappeared on Monday, September 8 at about 5.30pm and the family have put posters in the town centre and in West Drayton and Yiewsley to urge people who may have seen it to contact them.
Scrappy's owner Laura Gerred, 16 said: "I am just really upset and hoping someone gets in touch, Scrappy means a lot to me and I have had him ever since I was young, he's just a little dog and gets scared easily."
She described the pet as a cross between a Yorkshire terrier and a Jack Russell. It is a strawberry blonde in colour and also has warts on its back and is tagged with a chip.
